Territorial Strategies brings the perspective of infrastructure development into the investment conversation. The expertise was built from the ground up — from architecture and urban planning to the preparation and delivery of complex infrastructure programmes across emerging and frontier markets.

We are not financial advisers. We work upstream and alongside financial, legal and transaction specialists — preparing the project and its operating environment so that investment can be on stronger foundations.

Working within World Bank, AfDB, ADB, AFD and other international development environments has built a practical understanding of what projects must demonstratebefore they can progress to‐bwards financing: technical crediility, institutional capacity, regulatory clarity, stakeholder align‐ment, delivery pathways and manageable risk.

Charles A. Ciezza

Founder & Director | Peruvian–French Architect & Urban Planner

Charles brings 23 years of international experience leading infrastructure and urban programmes at the interface of governments, development finance institutions and the private sector, across Europe, Latin America, Africa and South Asia.

His work sits at the interface of infrastructure planning, in‐stitutions and investment: translating territorial priorities into structured investment programmes, aligning them ear‐bly with the eligiility and safeguard requirements of in‐ternational financiers, and building the institutional and regulatory conditions that support investment viability.

He does not replace the transaction or financial adviser — he prepares the project and its institutional environment to withstand their scrutiny.

Partners who trust us to get things done.

Mandates are grouped by capability rather than by contract type: infrastructure and urban development, project preparation and investment readiness, and institutional strategy and strategic engagement — with international market and partnership development as a fourth, complementaryline.

Infrastructure is more than a technical project.

Infrastructure gains credibility when feasibility, capacity, alignment, and needs are addressed.

01
Is the project grounded in the local context?
+

We assess the local, economic, environmental and stakeholder context to understand what the project needs to respond to. We identify constraints, opportunities and development priorities so that infrastructure projects are grounded in real conditions and local needs.

02
Can the institutional environment support the project?
+

We assess the governance, regulatory and institutional conditions needed to move the project forward. We clarify responsibilities, decision-making processes and stakeholder roles, and identify the institutional gaps that could affect implementation.

03
Is the project structured and ready for review?
+

We help turn infrastructure ideas into well-structured projects. We bring together the strategic rationale, technical evidence, sustainability requirements, governance arrangements and implementation considerations needed for credible discussions with governments, development partners and financing institutions.

04
Is the project ready for investment consideration?
+

We assess what is still missing for a project to be considered by financing institutions and investment partners. We look at project maturity, governance, sustainability and climate requirements, implementation risks and financing conditions to identify the gaps that need to be addressed.

05
How do we move the project towards investment?
+

We help bridge the gap between sustainable infrastructure concepts and projects that can attract financing and be delivered. We bring together the project, institutional and implementation perspectives to help governments and project owners prepare credible, investable and deliverable infrastructure projects.
